Our government uses its own figures to develop the CPI (Consumer Price Index) and many other figures. If they want the reported inflation figure to go down, then they will just pull some of the items that go into the calculation. For example; fuel prices are no longer a part of the CPI formula. They must have determined that the typical American does not drive.
Another way to manipulate the figures is to measure it at different times. There are seasonal fluctuations in prices of most commodities. Crop prices can vary around harvest times and natural disasters.
